Welfare Measures Extended To The Employees Of Chennai Port Trust And Their Family Members For The Year 2010-11
Chennai Port Trust extends a number of welfare measures to the officers/employees and their family members. The major and important Welfare Measures that the Port has implemented are stated below in brief
The Trust has provided about 19.4% of the serving officers / employees with quarters at Tondiarpet, Cassimode, Clive Battery, Spring Haven Road and Napier Bridge near Heavy Workshop. There are 1516 quarters of various types (Types I to V) as on 01/04/2011.

The Trust has constructed a Community Hall named after Thiru V.SELVARAJ, I.A.S. for the allotment of the serving/retired/deceased employees of the Chennai Port Trust/their dependent/outsiders on rental basis who are applying for the Hall to celebrate religious/social functions in the Hall. The community Hall is allotted to the serving / retired employees of the Trust at the nominal charge of Rs.500/- per day. The Community Hall is allotted to the deceased / retired employees relatives viz. spouse / dependant children / brothers / sisters, etc. at the nominal charge of Rs.1000/- for a day's use. The Community Hall is allotted to the outsiders for Rs.5,000/- for a day's use as and when they request for the allotment.
On 01/01/1991, a Welfare Committee consisted of 15 members was formed to take care of efficient and orderly maintenance of the Tondiarpet Housing Colony and to promote co-operation, cleanliness, peace, amity and cordiality among the residents of the Colony. Since its inception in 1991, the Welfare Committee has been functioning well. The Welfare Committee members have been selected in such a manner that 6 members of the Welfare Committee are nominated by the Chairman of the Chennai Port Trust and other 9 members are chosen by the residents of the Tondiarpet Housing Colony by means of election being conducted among the residents of the Colony every two years once. As per the manner, an election was conducted among the residents of the Tondiarpet Housing Colony on 11/04/2010 and the residents of the Tondiarpet Housing Colony had voted and chosen 9 Welfare Committee members and then a new Welfare Committee has been formed and functioning w.e.f. 12/04/2010.
Chennai Port & Dock Educational Trust Higher Secondary School
With a view to provide better educational facilities to the children of the employees of the Trust, the Madras Port and Dock Educational Trust Higher Secondary School with English and Tamil as medium of instruction was established in June, 1989 at the Chennai Port Trust Tondiarpet Housing Colony and has been functioning well ever since its establishment. The School is being managed by the Madras Port and Dock Educational Trust headed by the Chairman, Chennai Port Trust. Quality Education at free of charge is imparted to the children of the employees studying from L.K.G. to XII Std. Course. For the wards of the officers / employees of the Trust studying from L.K.G. to XII Std. Course, 1 set of uniforms and 1 set of text books and note books are issued at free of cost . A total number of 1,359 students from LKG to XII Std are studying during the academic year 2010-11. Out of the total students, 328 students are belonging to the Chennai Port Trust employees and 1031 students are belonging to nearby residents of the Tondiarpet Housing Colony.
The Trust has contributed a sum of Rs.2,92,08,662/- for the year 2010-11 for the management of the Madras Port and Dock Educational Trust Higher Secondary School.
Apart from Trust's Higher Secondary School, a Corporation High School is functioning for the benefit of the children of the occupants of the quarters.
A Post Office is also functioning in the Tondiarpet Housing Colony for the welfare of the occupants.
A Stadium named as Babu Jegjeevan Ram Sports Complex has been constructed at Tondiarpet Housing Colony with a long pavilion and a capacity of thousand viewers. The Stadium has been designed such that various games and sports can be conducted at a time. Grounds have been earmarked separately for Football, Track and Field, Kabaddi, Volley Ball, Basket Ball, Badminton and Weight Lifting etc. Annual Sports Meet has been conducted among the residents of the Tondiarpet Housing Colony as well as among their wards with the financial assistance aided by the Trust. The Welfare Committee with permission from the Trust has been conducing District and State Level Sports Meet at the Stadium from time to time with a view to develop sports and health awareness among the youth. The Trust has granted Rs.20,00,000/- for conducting various competition and enabling the employees to participate in various sports competitions. Having participated in these meetings, some of the employees children have won several medals.
In addition, Babu Jegjeevan Ram Sports Complex is being allotted to Schools / Colleges in order to enable them to conduct their Sports Meet at a nominal charge of Rs.1000/- per day. Other Institutions like Clubs / Associations etc. are being permitted to utilize the stadium for Rs.2000/- per day.
Gym For Men & Women Residing At Tondiarpet Housing Colony & At Napier Bridge Officers Quarters
With a view to encourage the residents of the Tondiarpet Housing Colony to practise exercises and Yogasanas and help them maintain their physical and mental health, a well furnished Gym for Men as well as a Gym for Women and a Yoga Centre have been established in the Tondiarpet Housing Colony and functioning well ever since its establishment. A Gym has been functioning inside the Officers Club for the welfare of the officers and their family members of the Trust residing at the Napier Bridge Quarters. A Tennis Court has also been provided inside the Officers Club to encourage the officers to play Tennis for improvement of health and enjoying amusement.
A Ritual Shed has been constructed at Tondiarpet Housing Colony for the allotment of the residents of the Tondiarpet Housing Colony and other employees at a nominal rent of Rs.1/- per day so as to enable them to perform rituals without incurring expenses.
Children Educational Allowance
With effect from the academic year 2010-11, Reimbursement of tuition fees and financial assistance for purchase of text books to each of the officers / employees of the Trust in respect of his / her first two children has been merged into one scheme named Children Educational Allowance in which Rs.12,000/- per annum per child up to a maximum of two children studying from LK.G. to Higher Secondary Courses/Polytechnic Courses is being granted superseding the previous schemes for grant of reimbursement of tuition fees and financial assistance for purchase of text books up to 2009-10. The Trust has granted Rs. 4,38,49,330/- for distribution of Children's Educational Allowances to the employees of the Trust who have applied for C.E.A in respect of their children who were studying L.K.G to Higher Secondary Courses/Polytechnic Courses for the academic year 2010-11.
In order to alleviate the burden of expenses being incurred by the officers / employees of the Trust In providing education to their children and encourage them to provide better education to their wards, every year the Trust had been granting scholarships of varying amount from Rs.350/- to Rs.4,800/- per annum to each of the officers / employees of the Trust for their first two children studying from X Std to Degree Courses / P.G. Degree Courses etc. Scholarships for Correspondence Courses for wards of the employees who were studying Diploma / Certificate Courses / Professional or Non-professional Degree Courses were also being granted to first two children of each of the concerned officers / employees of the Trust who had applied for such scholarships as per the prescribed conditions and eligibility.
The Scholarships were being awarded either as Merit or General Category. Those children of the officers / employees who had secured 70% and above marks in aggregate in cases of OC Categories and 60% and above marks in aggregate in cases of SC/ST Categories in the previous course examinations the wards had passed were awarded with Merit Scholarships. For award of General Scholarship a pass mark in each of the subjects in the previous course examinations the students had attended was sufficient for all the categories subject to the eligibility limit of the Basic Pay of the officers / employees of the Trust fixed by the Chairman of the Trust from time to time.
Each scholarship other than X Std. and one year scholarship was renewed every year till the completion of each course the students had undergone. The total amount of scholarship paid during the year 2010-11 is Rs. 24,26,175.Since children educational allowance of Rs.12,000/- per child up to maximum of two children of each of the employees of the Trust is being granted for the courses from Nursery to Hr. Secondary Courses / Polytechnic Courses with effect from 2010-11, now, grant of scholarship for these courses has been discontinued and grant of scholarship for degree courses and higher study courses is to be discussed in the forthcoming HOD's meeting since these degree courses and higher study coursed have not been included in the Children Educational Allowance scheme.
Workers Education Scheme
The Trust is following a scheme called Workers Education Scheme for the welfare of the employees of Class III and IV to make them aware of the social, economical and political events of the country and the world.
As per the scheme, there are 10 worker teachers in the Trust, approved by the Regional Director, Central Board for Workers Education. Each worker teacher is entitled to conduct Unit Level Classes to the Trust's employees in the event that they enroll with him as Workers Trainees.
In order to encourage the workers to avail the benefit of the scheme, the Trust provides the following facilities to the Workers Trainees
Overtime at single rate is being paid to each of the trainees for the period spent in attending ULC, i.e. one hour per day for 45 days.
Worker Trainees are being permitted to visit Industrial Establishments in the city during working hours, without dislocation to their normal work in the Trust.
Special Casual Leave not exceeding 4 days in a year not debiting against Ordinary Casual Leave is being granted to each of the worker trainees, when he/she goes on educational tours. The maximum distance of the study tour will be 1000 k.m. to and fro.
An advance of Rs.2000/- which is recoverable in 20 monthly installments to each the Worker Trainee going on educational tours at the end of each Unit Level Class.
Family Planning Scheme
The Trust is following a Family Planning Scheme in order to encourage Small Family Norm among the employees of the Trust. As per the scheme, the Trust is granting one time of incentive of Rs.100/- and a special increment of 3% of his/her respective revised pay scale to each of the employees who undergoes sterilization operation in respect of himself/herself or his/her spouse after having one or two children. Besides the above monetary benefit, each of the female employees undergoing sterilization operation viz. tubectomy is entitled to be granted with a special casual leave of not exceeding 14 days and each of the male employees whose wife undergoes sterilization operation is entitled with a grant of special casual leave not exceeding 7 days and the male employee who undergoes sterilization operation viz. vasectomy is entitled to be grantedspecial casual leave of not exceeding 6 days.
There are 3 major Canteens functioning in the Chennai Port Trust. Out of the 3 Canteens, one Canteen named as
(i) Chennai Port Trust Industrial Employees Co-operative Canteen Ltd. (CHPTIECC Ltd) is being run by the Trust's employees on co-operative basis. The CHPTIECC Ltd is functioning with two branches inside the Harbour.
The Port Trust Administration has provided accommodation, supply of water and electricity at free of cost, besides providing utensils and furniture to CHPTIECC Ltd. The Trust's Administration also meets the expenditure on salaries of the employees of the Canteen.
(ii) Chennai Port Trust Administrative Offices Canteen (CHPTAOC) There are two CHPTAO Canteens functioning for the welfare of the officers / employees of the Trust. One Canteen is functioning under the complex of Old Administrative Offices Building and the other one is functioning at the complex of Central Documentation Offices Building for the benefit of the officers / employees of the Trust. The two canteens have been outsourced by the Private Caterers. The administration has provided accommodation at free of cost and granted concession on water and electricity charges to this Canteen. Besides these canteens, the Trust is running a CHPTAO Canteen iin the inner Harbour at J.D. (Jawahar Dock) for the benefit of employees working inside the Harbour. This Canteen is provided an annual subsidy to pay salaries of the employees working in the Canteen.
In order to encourage Tamil Poets among the employees of the Trust an organization named Tamil Sangam is functioning. The Tamil Sangam is conducting various programmes such as Poetry Competition, Pattimandrum Competition and Oratory Meeting and various debates on publicizing the fame of Tamil Literature, Culture, Old Poets and Freedom Fighters in order to promote Tamil Language and patriotism and unity among the employees of the Trust from time to time.
The Trust has granted Rs.4,28,501/- from April 2010 to till date to Ch.P.T. Tamil Sangam as well as Women's Welfare Association for conducting such programmes
For the benefit of the Officers of the Trust, an Officers Club is functioning at Spring Haven Road. The Officers Club is carrying out the following activities
Enacting dramas and arranging Cultural Programme.
Arranging lectures and debates.
Managing a Library and a Reading Room, containing books, Periodicals and Newspapers.
Providing scope for Athletic Sports and Games both Indoor and Outdoor.
Celebration of Festivals and Retirement Functions.
The Officers Club has been provided with a Gym at Napier Bridge for the benefit of the Officers of the Trust.
A Staff Institute has been functioning at Anchore Gate Building in which Carrom, Chess, Gym, Yoga, Billiards and other Sports Games are practised by the staff of the Chennai Port Trust for entertainment and maintenance of physical and mental health. A library is also functioning in the Staff Institute to promote reading habits among the staff of the employees so that they can be aware of the daily news of the country and the world.
The Trust has granted Rs.14,46,208/- for meeting expenses towards donations to Club / Societies and Staff Institute for the year 2010-11.
Family Disputes Counseling / Enquiry
Family disputes among the employees of the Trust and their relatives reported have often been solved amicably by way of conducting group discussion among the employees and their relatives and imparting process of counseling to them from time to time. During the year 2010-11, family disputes of each of the 25 employees reported to this office have been solved amicably through process of imparting counseling and conducting group discussions among the employees and their family members concerned.
Quality Life Programme
With a view to educate those employees of the Trust who are addicted to taking alcohols in various forms such as Smoking Beedi and Cigarette, Chewing Tobacco, Drinking Beer and Wine and taking other narcotics, De-addiction camps have been conducted from time to time among the employees of the Trust concerned. The adverse effect of taking alcohols in various forms and the resulting destruction of the family of the employees addicted to alcohols have been explained by way of lecturing and counseling in the Quality Life Programme organized periodically. The Quality Life Programme was conducted on 04/09/2010 at the Conference Hall of Old Administrative Offices Building of Chennai Port Trust.
Contribution On Chennai Port Trust Employees House Building Advance Special Family Benefit Fund (CHT EHBASFB)
Each of the employees who have availed House Building Advances from the Trust contributes Rs.35/- on CHENNAI PORT TRUST EMPLOYEES HOUSE BUILDING ADVANCE SPECIAL FAMILY BENEFIT FUND (Chennai Port Trust EHBASFB). The Fund is used to compensate the liquidity of the employee towards House Building Advance including interest thereon in the case of an employee dies in harness. The Trust contributes 1/7th of the total employees contribution every month. The Trust has granted a sum of Rs.89,045/- towards the contribution during the year 2010-11.
The Trust is providing a considerable amount of money every year to meet the expenditure towards implementation of the Welfare Measures extended to the officers / employees of the Trust. The Trust has provided a total payment of Rs.8,48,00,000/- towards welfare fund expenditures for the year 2010-11.
